Praxis Care has been criticised by the Information Commissioner's Office (ICO) and the Office of the Data Protection Supervisor after the name and address data and other personal details of care home residents were lost.
A memory stick, which contained certain pieces of sensitive medical data, was misplaced in the Isle of Man in August 2011 and has never been recovered.
Christopher Graham, UK information commissioner, said that losing personal data was unacceptable and that details which have no need to be moved should never be on a memory stick.
"Today's joint action aims to send a clear message to organisations that a lax attitude to data security will not be tolerated," added Iain McDonald, Isle of Man data protection supervisor.
This comes after Juliah Kerchil, an ex healthcare employee, admitted taking the personal data of her ex-husband from Royal Liverpool University hospital. The ICO said people need to be confident that their details are stored securely.
